ROILO GOLEZ FILES RESOLUTION URGING REMOVAL AND BANNING OF DANGEROUS BILLBOARDS

RESOLUTION
URGING THE PRESIDENT, THE MMDA, THE DPWH AND ALL LOCAL OFFICIALS CONCERNED TO IMPLEMENT TO THE FULLEST THE PROVISIONS OF THE PHILIPPINE HIGHWAYS ACT, THE NATIONAL BUILDING CODE AND ALL NATIONAL AND LOCAL LAWS ON ABATEMENT OF PUBLIC NUISANCE TO CAUSE THE IMMEDIATE REMOVAL AND PERMANENT BANNING OF GIANT BILLBOARDS ALONG THE SOUTH SUPERHIGHWAY, EDSA AND OTHER MAJOR THOROUGHFARES AND FOR THE APPROPRIATE COMMITTEES OF THE HOUSE TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON HOW THOSE GIANT BILLBOARDS SPROUTED AND WHO SHOULD BE HELD RESPONSIBLE FOR THE DAMAGE TO PERSONS AND PROPERTY THOSE BILLBOARDS HAVE CAUSED.


WHEREAS, Typhoon Milenyo had proved that the giant billboards along the South Superhighway, EDSA and other major thoroughfares are indeed killers and ultra hazardous to people and property;

WHEREAS, even before said typhoon, there have been instances of such billboards causing damage to property and serving as traffic hazards;

WHEREAS, being in the typhoon belt, we can expect more killer billboard accidents if they are not taken down now;

WHEREAS, in addition to the murders and massive property destruction they could cause, those billboards are eyesores that uglify the Metro Skyline (the older generations would remember Guadalupe used to be a beautiful picturesque “gulod,” a rock formation along the Pasig River, with the San Carlos Seminary on top of the hill, but that pretty view was stolen by those giant billboards, an irony that sexy advertisements enveloped a religious, holy seminary);

WHEREAS, there are laws such as the Philippine Highways Act, National Building Code and national and local laws on Abatement of Nuisance that can be used, with political will, to remove and ban those killer billboard forever;

WHEREAS, this is one major issue that has united both the administration and the opposition, with general public support and only the Outdoor Advertising Association of the Philippines and Justice Secretary Raul Gonzalez offering resistance in the name of free speech;

WHEREAS, this is one rare opportunity for the leaders, both national and local, administration and opposition, to demonstrate that we as a people can get our act together;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, to urge the President, the MMDA, the DPWH and all local officials concerned to implement to the fullest the provisions of the Philippine Highways Act, the National Building Code and all national and local laws on Abatement of Public Nuisance to cause the immediate removal and permanent banning of giant billboards along the South Superhighway, EDSA and other major thoroughfares and for the appropriate Committees of the House to conduct an inquiry, in aid of legislation, on how those giant billboards sprouted and who should be held responsible for the damage to persons and property those billboards have caused.
